The Tribunal will embrace the Chain of Responsibility

The ALRTA Submission argued that it was essential that any new regulator must have coverage across the full Chain of Responsibility. There’s nothing much to be gained by just setting subbies up to have a fight with their prime, especially in the bush.

The Bill delivers what we asked for. Orders can apply to ‘a participant in the supply chain’ and that will include distribution centres, saleyards, silos, ports or other places where truck queues are likely to start backing up.

At clause 9(6), the Bill declares that a ‘participant in the supply chain’ includes a premise which loads or unloads an average of 5 or more vehicles each day.

That’s the same definition, and same threshold, that applies under the Chain of Responsibility provisions in road transport law.
