TRANSPORT INDUSTRY STANDARDS FORUM

ALRTA and state member associations had five representatives (John Beer, Marla Stone, Mark Sullivan, John Mitchell and Mat Munro) in attendance at the Labor’s Party’s ‘Transport Industry Safety Forum’ held this week at Australian Parliament House.

There were more than 70 representatives in total from the TWU, supply chain, academia, drivers, owner-drivers and various industry associations.  The Forum was hosted by Labor Senator Glenn Sterle and moderated by Labor Senator Gallacher.  Senator Rex Patrick from the Centre Alliance Party also observed the meeting.

Participants voiced their views about various safety and fairness problems in the industry.  There was general agreement that the trucking industry should be held in higher esteem by decision-makers and the community, and of course, that safety must be improved where ever possible.

TWU National Secretary Michael Kaine provided an overview of the ALP transport policy platform – which centres around the re-introduction of a system for regulating road transport pay and conditions.  Mr Kaine also provided some commentary on the TWU’s preferences for implementation and answered questions from forum participants.

ALRTA is currently preparing a detailed internal briefing on the Forum outcomes which will be considered at a face-to-face meeting of the ALRTA National Council next week.  Mr Kaine has agreed to attend the ALRTA Council meeting to further explain the TWU proposals and to answer additional questions.

Whether or not the ALP and TWU proposals become a reality will ultimately depend on the outcome of the May 2019 Federal Election. ALRTA will continue to work with the ALP and TWU to better understand and influence the proposals as they develop further.

DINNER WITH DEPUTY PRIME MINISTER

ALRTA has accepted an invitation to dine with the Deputy Prime Minister, the Hon Michael McCormack MP, and Assistant Minister for Road Safety, the Hon. Scott Buchholz MP, in Brisbane next week.

Our representatives are Ian Wild (LRTAQ President), Graeme Hoare (Martins Stock Haulage), Mark Collins (Frasers Livestock Transport) and Gavin Smith (HLE Smith).

This intimate meeting is an excellent opportunity to discuss rural transport issues with two of our industry’s most important Federal Ministers immediately prior to the April Federal Budget and May Election.

LIVE EXPORTS

ASEL Review Report Released

The Department of Agriculture and Water Resources has released the final report on the Review of the Australian Standards for the Export of Livestock (ASEL): sea transport, along with its response.

The department has accepted all 49 recommendations in the report, either in full or in principle.

The review addresses the export of livestock by sea, from sourcing and preparation through to the management of livestock on-board vessels.

The review has recommended an allometric approach to calculating stocking densities, which will require more space for livestock on most exports. It recommends an alternative stocking option for short cattle voyages, where there is proven and continued high performance by the exporter and the vessel.

It also recommended that a Heat Stress Risk Assessment (HSRA) be applied to all voyages that cross the equator. This recommendation will require further model development to cover additional routes. Until then, HSRA will continue to apply to voyages to or through the Middle East.

Other key recommendations focused on increased animal welfare reporting and enhanced sourcing and preparation requirements to support animal welfare outcomes.

Inspector-General Takes Office

Mr Ross Carter has started in his role as the Interim Inspector-General of Live Animal Exports (IIGLAE), to provide independent oversight of the regulator.

Minister for Agriculture David Littleproud welcomed Mr Carter, saying he would bring impartiality and extensive experience to the role.

“Mr Carter is well-placed to oversee live animal export regulation, with some 20 years’ experience in regulatory practice, public administration and related academic studies,” Minister Littleproud said.

“I said I would reset the live export industry, and this is another important step in delivering on that promise.

“An Inspector General was a recommendation of the Moss Review, and now it’s done.

“I’m glad we have someone stepping into this role with fresh eyes.

“Mr Carter will audit and review the systems and processes that underpin the department’s regulation of livestock exports.

“This oversight will improve confidence for our farmers, industry and the community in the regulation of livestock exports.

“I welcome Mr Carter, and wish him the best of luck in his new role.”

  • Establishing the IIGLAE is a key recommendation (#15) of the Moss Review.
  • Mr Carter has been engaged to fill the role of IIGLAE for 12 months pending completion of legislation to establish the statutory appointment.
  • A full merit-based selection process involving a selection committee and advertisement in the national press and online was used to fill the role.

VEHICLES AS A WORKPLACE

Did you know that vehicle use in road traffic is the most significant contributor to work-related traumatic injury?

Austroads has joined with the Heads of Workplace Safety Authorities (HWSA) to launch a new work health and safety guide ‘Vehicles as a Workplace’.

The guide outlines the process for dealing with road traffic hazards in line with WHS legislation and road traffic safety principles.

It aims to target road fatalities among Australian workers and can be used by organisations and individuals from any industry who use any sort of vehicle for work purposes on the road network in Australia or New Zealand.

ALRTA will host a workshop in Canberra on 28 March 2019 to progress the development of a Registered Industry Code of Practice (RICP) for ‘Managing effluent in the livestock supply chain’.

The award was presented at the 2019 PACCAR Dealer Meeting held at Queenstown, New Zealand. The annual two day business meeting brought together PACCAR dealers from across Australia and New Zealand. The meeting focused on new products, innovative programs and customer satisfaction.

The Dealer of the Year Award recognizes dealers over a range of areas including sales growth, parts availability, participation in retail marketing activities, training and, most importantly, the support the dealer provides customers.
