LATEST ON BORDER CONTROLS
Monday 7 December 2020 – WA Update
Commencing at 12.01am Tuesday December 8 WA is relaxing some border arrangements with Vic, NSW and SA. This will not change the current border pass – https://www.g2gpass.com.au/ – and testing arrangements. Any transport or freight worker entering Western Australia needs to show evidence of having received a negative COVID-19 test result in the last 5 days.
Transport, freight and logistics operators are encouraged to complete a COVID Safety Plan noting the COVID Safety Plan Guidelines, to ensure they are mitigating the risks of COVID-19.
If they have not been tested in the last 5 days, they will be directed at the WA border to undertake a COVID-19 test within 48 hours. They will also need to present for another COVID-19 test within 7 days of their first test if they are staying in WA.

ALRTA MEETS NEW MEMBER FOR GROOM
ALRTA Executive Director, Mat Munro, visited Australian Parliament House this week to meet with recently elected Member for Groom (QLD), Mr Garth Hamilton MP. Mr Hamilton won the Groom by-election held on 28 November 2020, triggered by the resignation of the Hon. Dr John McVeigh.

Mr Hamilton is a member of the Liberal National Party of Queensland. He is a mining engineer by profession who has previously served as campaign manager QLD State MP Trevor Watts. Mr Hamilton grew up in South East Queensland and currently resides in Toowoomba.
DRIVER & ANIMAL WELFARE COMMITTEE
The ALRTA Driver and Animal Welfare Sub-Committee met via Zoom this week. Issues discussed included: Promotion and dissemination of the national ramp standard; National Injury Survey; Effluent Infrastructure; and Updating of the LivestockASSIST Program.

JOBMAKER HIRING CREDIT NOW OPEN
The JobMaker Hiring Credit Scheme has opened this week. The scheme was announced in the 2020-21 Federal Budget and is administered by the Australian Tax Office.
The JobMaker Hiring Credit payment is a wage subsidy paid directly to employers that will help to accelerate growth in the employment of young people during the COVID-19 economic recovery. The scheme is an incentive for businesses to employ additional job seekers aged 16 to 35 years.
Eligible employers can access the payment for up to 12 months for each eligible additional employee they hire between 7 October 2020 and 6 October 2021. They will be able to claim up to $200 a week for each additional eligible employee they hire aged 16 to 29 years, and up to $100 a week for those aged 30 to 35 years.
This means that an employer will be eligible for up to a total of $10,400 over the year for each eligible employee aged 16 to 29 years or $5,200 if aged 30 to 35 years.

CRASH STATS CONTINUE TO IMPROVE
In the 12 months to end September 2020, fatalities involving heavy vehicles fell 9.5 percent according to the latest report from the Bureau of Infrastructure, Transport and Regional Economics. Breaking down this headline figure, the rate fell 14.6 per cent for heavy rigids and 4 percent for articulated vehicles. Total fatalities are the lowest in 10 years.
CHINA TRADE CRISIS DEEPENS
China has announced that lamb exports from JBS Brooklyn and Australian Lamb Company will be blocked. Just days later, the ban on imported logs was extended to include Tasmania and South Australia. China has now blocked or imposed prohibitive tariffs on beef, lamb, barley, cotton, sugar, wine, lobster, timber, coal and copper ore.
The Australian Government is examining options including actions via the World Trade Organisation.
In 2021, owner drivers and small fleet operators will elect representatives to ATA General Council.
The owner driver member represents those in the trucking industry who own, are purchasing, or are leasing one truck and who drive it. The small fleet member represents those in the trucking industry who own, are purchasing, or are leasing between two to five trucks.
These members hold office for two years.

NTI PRESENTS CHEQUE TO MND RESEARCHERS
A restored 1946 Ford Jail Bar truck donated by NTI has been auctioned off with the support of the Australian Trucking Association, resulting in a cheque for $200,000 being presented to Motor Neurone Disease (MND) researchers.
More than $87,000 was raised at auction and Australia’s largest transport and logistics specialist, NTI, added another $113,000 to support researchers as they to continue exploring ways to treat the disease. It brings the total NTI has raised for MND research to almost $534,000 in four years.
BARTON HIGHWAY UPGRADE
The Australian and NSW governments have provided $100 million to fund the duplication of the Barton Highway from the ACT border towards Murrumbateman and complete immediate safety upgrades as identified in the Barton Highway Improvement Strategy 2017.
This work will improve road safety while enhancing tourism, driving economic growth and creating vibrant regional spaces.
A further $100 million has been committed by the Australian Government, pending further planning.
