KEYNOTE JOINS CONFERENCE LINE UP
ALRTA and LRTASA are pleased to announce that the Hon Stephen Mullighan MP, Shadow Treasurer (SA), will officially open our combined state-national conference at the Adelaide Entertainment Centre, 14-15 June 2019.
The Shadow Treasurer (and former SA Minister for Transport and Infrastructure) joins a stellar line up of speakers that include influential politicians from the Liberal-National, Labor and Centre Alliance Parties.

SHADOW MINISTRY ANNOUNCED
Following on from Labor’s shock Federal Election loss there have been several key changes announced to the Shadow Ministry.
Former Shadow Minister for Infrastructure and Transport, the Hon Anthony Albanese MP, is now the Leader of the Opposition.
Dr Jim Chalmers MP becomes Shadow Treasurer.
The Hon Catherine King MP has taken on Infrastructure, Transport and Regional Development.
Senator Glen Sterle remains Shadow Assistant Minister for Road Safety and the Hon Joel Fitzgibbon MP remains Shadow Minister for Agriculture.
ALRTA looks forward to working with the Federal Labor Shadow Ministry as they re-assess policy positions affecting rural and regional voters.
REDRAFT THE NATIONAL TRUCK LAWS
Australia’s national truck laws must be substantially redrafted, the Australian Trucking Association said in response to the first issues paper of the Heavy Vehicle National Law (HVNL) review.
The ATA represents the 50,000 businesses and 200,000 people in the Australian trucking industry.
The issues paper seeks views on ways to make the law more risk based and less prescriptive. The ATA released its submission on the issues paper today.
The Chair of the ATA, Geoff Crouch, said the ATA’s vision for the new HVNL was a law that had:
- primary safety duties and executive officer due diligence obligations for all regulated parties
- simplified and more flexible prescriptive rules, particularly on fatigue
- a separate, voluntary, safety-based system for operators that need even more flexibility. Operators in this system would need to be accredited under an approved accreditation scheme. Operators in any approved accreditation scheme would be entitled to appropriate concessions from the prescriptive rules
- a new approach to enforcement. There is a perceived lack of action by road agencies and the regulator on serious breaches of the law, including by off-road parties. There is too much focus on work diary errors and low risks that cannot be controlled
- a more streamlined and integrated approach to truck access and productivity to deliver the productivity gains the industry and customers need.
“The current HVNL would need to be substantially redrafted to deliver this vision, although some key elements – most notably chapter 1A of the current law – would be retained with amendments,” Mr Crouch said.
“The submission also puts forward changes to the law that would bring the NHVR’s corporate governance, oversight and accountability arrangements into line with other safety regulators.
“The ATA worked closely with our members to develop this submission, and received valuable input, including from truck drivers, in the collaboration sessions at Trucking Australia in April.
“Our drivers experience the truck laws on the road every day. Our job is to make sure their voices are heard, loud and clear,” he said.
The HVNL review is an important part of the ALRTA National Conference sessions on 15 June 2019.
TRUCKSAFE BOARD WELCOMES NOEL KELLY
Noel Kelly of AEI Transport Insurance Brokers has been welcomed as a new member of the TruckSafe board of directors.
An industry initiative, TruckSafe is a world-class business and risk management system aimed at improving the professionalism and safety of trucking operators nationwide and delivering competitive advantages to accredited operators.
TruckSafe Chair Ferdie Kroon said Mr Kelly has a long history with TruckSafe with his father, the late John Kelly, playing an instrumental role in developing TruckSafe, as well as many fatigue management and driver training programs.
“The success of TruckSafe today can be credited to the passion and drive of John Kelly, and I am honoured to now welcome his son, Noel, as a member of the TruckSafe board of directors,” Mr Kroon said.
Noel became involved in the trucking industry through his late father, who previously worked as a Risk Manager at NTI while Noel was finishing his degree studying business.
“Through mutual contacts I began working at AEI Transport Insurance Brokers and have never looked back. I thoroughly enjoy dealing with operators in our great trucking industry that keeps Australia moving,” Mr Kelly said.
“TruckSafe is important to me as it provides as it provides a set of standards to help mitigate risk and manage safety.
“These are the fundamental aspects which help make the roads a safer and more productive workplace for drivers and operators,” he said.
In his role as TruckSafe director, Mr Kelly will join the board in delivering benefits to trucking operators, customers, governments and the community, as well as helping customer to meet their duty of care and chain of responsibility obligations.
Mr Kelly says he hopes to bring further benefits to the board from an insurance perspective.
“I believe that the insurance industry, across all classes of insurance including workers compensation, can better understand the great work the Trucksafe Accreditation program does for its members and leverage these opportunities to provide greater benefits to the members,” he said.
