ALRTA NATIONAL COUNCIL – NEXT WEEK
The Australian Livestock and Rural Transporters Association (ALRTA) National Council will meet in Melbourne next week. Key among ALRTA’s considerations will be the AustRoads proposals to reform the National Heavy Vehicle Driver Competency Framework.
Four key areas of change are proposed:
- Managing individual driver risk ensuring eligibility only for drivers without serious driving offences.
- Strengthening skill and knowledge making competency requirements specific to each licence class, setting minimum course length, and recognising the extra skill needed to drive the most complex vehicles.
- Embedding behind-the-wheel experience requiring minimum behind-the-wheel time pre-licence and supervised driving sessions post-licence.
- Introducing experience-based progression options enabling those drivers who can demonstrate driving and work experience to progress to higher licence classes more rapidly.
AustRoads representatives will present the details of the proposals before ALRTA Council deliberates on National industry positions.

FLOODS & EMERGENCY ACCESS
Where possible heavy vehicle operators should avoid travelling in impacted zones, however, if required be aware of local emergency access arrangements. Heavy vehicle operators should take the following steps when accessing flood-affected areas.
- Check the local road conditions through state road manager websites.
- If travelling in an affected area, check with local emergency services or recovery operations.
- Ensure your vehicle is able to travel on the existing network. If you’re travelling outside of these networks, you may need to obtain a permit through the NHVR Portal or call 13 NHVR (13 64 87) for assistance. Avoid using back tracks or off-network roads to get around road closures.

FEEDBACK ON DRAFT EFFLUENT CODE
The NHVR is calling for feedback on Managing Effluent in the Livestock Supply Chain Industry Code of Practice – a practical guide that assists the livestock supply chain to comply with their Heavy Vehicle National Law obligations.
The code proposes a range of measures that can be implemented at every stage of a heavy vehicle transport journey, from preparing livestock for transit, to unloading livestock at the destination.
Feedback on the code will ensure it is a comprehensive, useful and up to date resource in managing livestock effluent during road transport and other effluent related safety concerns.
Development of the code was sponsored by the Australian Livestock and Rural Transporters Association in consultation with a wide range of representative stakeholders and the NHVR.
Consultation will close at 5pm (AEST) on Friday, 4 November 2022.

RISING STAR AWARD – NOMINATIONS OPEN
PowerTorque Magazine, in association with the Australian Livestock and Rural Transporters Association, has introduced the Rural Transport Rising Star Award to shine the spotlight on and encourage the best in the young people who are working the industry and driving it forward into the future.
Like many sectors of the economy, the rural trucking sector is crying out for bright new entrants into the industry. The award is designed to highlight young people currently working in many roles in this sector, creating change and improving the industry.
The Rising Star Award will bring those involved to national attention and emphasise the wide variety of roles rural transport offers. It’s not just about truck drivers, but anyone involved in rural transport, in any capacity.
The winner will receive a cash prize aimed at helping them achieve their goals. Through the platforms of PowerTorque, and other Prime Creative Media titles, alongside the ALRTA, the Rural Transport Rising Star nominees and eventual winner will have their stories told, as examples of the exciting lifestyle and rewards possible in rural transport. NHVR BOARD APPOINTMENTS
Former South Australian Minister for Infrastructure and Transport Pat Conlon has been appointed to the NHVR Board. Deputy Chair Julie Russell and board member Catherine Scott have been re-appointed for a second term.
All other board members are continuing, with the three-year appointments staggered to maintain knowledge and consistency.
DO YOU NEED A DIRECTOR ID?
All company directors in Australia are now required by law to apply for a director identification number, or director ID, by 30 November 2022. Director ID paves the way for streamlined experiences and offers directors greater confidence that they are protected from fraud and illegal activity.
A director ID is a unique 15-digit identifier that all directors or people intending to become directors need. Applying for a director ID is free and only needs to be done once. A director must apply for their own director ID and verify their identity using their personal records. Authorised tax, BAS or ASIC agents, or internal secretaries or business managers cannot apply on a director’s behalf.
