LIVESTOCK SUPPLY CHAIN REVIEW 

ALRTA has been closely consulting with members over the past few weeks to draft a comprehensive submission to the NHVR Issues Paper on ‘Improving Awareness and Practices in the Livestock Supply Chain’.  Our draft submission contains 27 recommendations relating to the operation of chain of responsibility, livestock loading schemes, critical steps for compliant loading, plus education and awareness.  The draft is currently with member state associations for final consideration.

GRANT FUNDING CLOSURE

ALRTA has provided several letters of support for funding applications under Round 7 of the Heavy Vehicle Safety and Productivity Program which closes at 11:59pm, 29 May 2020.
 
As per previous funding rounds, eligible projects include: rest areas; parking/decoupling bays; road enhancements; bridges; technology trials and demonstration projects. However, broadened eligibility in Round 7 includes:

  • Livestock transport industry proposals, provided such a facility is in a drought declared area and associated with a public road;
  • Livestock vehicle effluent collection and treatment facilities (provided such a facility is associated with a road and access is similar to that of a traditional rest area); and
  • Projects on the National Land Transport Network (previously excluded).

Livestock transport industry proposals could include new or improved livestock loading or unloading ramps. The timing of this grant funding is excellent given the expected availability in 2020 of a new National Standard for Livestock Loading/Unloading Ramps and Forcing Pens.
 
ALRTA wishes all applicants success and we look forward to funding announcements in coming months.

IMPROVING FARM GATE ACCESS

ALRTA is working with NHVR to develop a new system for primary producers to gain permit pre-approvals for class 3 vehicles (such as livestock crates) to access the farm gate. A carrier would be able to rely on an existing pre-approved permit for short-notice jobs instead of making a new permit application.
 
There are opportunities to utilise the capability of the NHVR Portal to amend permit registration details on pre-approved class 3 permits and extending use of such permits similarly to existing sub-contractor permits. We are currently fine-tuning processes and communications materials and hope to announce the details of the new system soon.

TOWARDS A NATIONAL RAMP STANDARD

ALRTA representatives John Beer, Mick Debenham and Kevin Simmonds participated in a meeting of the Standards Australia Working Group tasked with developing a National Ramp Standard. This was the 4th meeting to consider comments received on the draft standard during the public consultation phase. Our expert representatives have been pleased with the spirit of cooperation so far.

SMALL BUSINESS RELIEF GRANTS

The Council of Small Business Organisations of Australia (COSBOA) is offering grants to Australian small businesses adversely affected by the Coronavirus (COVID-19) pandemic. These grants are made possible by Salesforce. Grants will be offered as a ‘one off’ payment of $10,000 (including GST) to 67 businesses across Australia.
 
To be eligible to apply, businesses must:

  1. Be a for-profit company with an Australian Business Number (ABN).
  2. Have between 2 and 50 employees.
  3. Have been in business for a full 2 years as of 1 March 2020.
  4. Have an annual revenue between $150,000 and $2 million.

Today is Fatality Free Friday, a time for the community to take ownership of road safety in order to reduce the road toll.

Since its inception in 2007, the Australian Road Safety Foundation’s Fatality Free Friday campaign encourages all road users to take the pledge to choose road safety.
