RECORD BREAKING FLOODS IN WA & SA
Western Australia and South Australia have been hit hard by record-breaking rain, washing away roads and throwing the supply chain into chaos.
Trucks trying to reach Darwin from SA have been forced to take a 1650 km detour each way and this could continue for weeks until the water goes back down.
This situation raises the issue about NSW’s requirement to break 53.5 metre loads back to B Double.
ATA is calling for the temporary relaxation of the Heavy Vehicle National Legislation to increase the number of 53.5 metre trucks from Adelaide to Bourke.
The flooding in WA is compounding the issues for the industry which is already grappling with the COVID requirements to get into the state.
ADBLUE PRODUCTION UP 800%
Industry has welcomed news that domestic production of AdBlue has increased by 800% in the past month, after the Federal Government supported Brisbane company Incitec Pivot to boost production.
The Federal Government move followed strong lobbying by the ATA and member associations and we consider this result a win.
However, we are concerned about what will happen if Incitec Pivot continues with its plan to close by December this year and AdBlue is sourced offshore.
We also note the high price of AdBlue despite the boost in supply and are continuing our conversations with government over this issue.
WHO IS COVERING RURAL TRANSPORT?
In the next edition of Power Torque Magazine, ALRTA asks ‘who is looking after the important rural transport specific issues while the whole trucking sector is in crisis’?
“….As the peak national body representing livestock and rural transporters, ALRTA and our state member associations regularly encounter important issues that no other association is interested in addressing. Who else would champion an Australian Standard for livestock loading ramps? Who else would establish an extended 160km work diary exemption for rural carriers? Who would spend any time at all developing a national livestock effluent strategy, let alone build free effluent disposal points?
No one else. That’s who.
During 2021, the Queensland Department of Agriculture and Fisheries released a discussion paper proposing changes to the Australian Animal Welfare Standards and Guidelines for the Land Transport of Horses. ALRTA immediately recognised the proposals as important to our industry and we swung into action.
But why would we do that when we don’t have a whole lot of horse transporters as members?….”

FUEL TAX CREDIT RATE INCREASE
Fuel Tax Credit (FTC) rates are indexed twice each year in February and August. The CPI indexation rate applicable to 1 February 2022 is 1.021. From 1 February 2022 the liquid fuel FTC rate will increase from 16.9cpl to 17.8cpl.

NEW REGULATORY ADVICE FOR RIGIDS
The NHVR has released new regulatory advice about identifying and managing the safety risks of light to medium heavy vehicles.
This is the second in a series of regulatory advice pieces to help industry and the supply chain better understand Chain of Responsibility laws.
Operators or owners of light to medium heavy vehicles – that’s a vehicle with a GVM or ATM of more than 4.5t and less than 12t – may not be aware of their legal obligations under the HVNL.
This new guidance provides an easy-to-read snapshot of what risks are involved, who has a responsibility to manage those risks, and some useful advice and resources.
More regulatory advice will be released in the coming weeks and industry is encouraged to provide feedback via the NHVR website.

NEW LOOK AG NOTICE OPERATORS GUIDE
The National Class 1 Agricultural Vehicle and Combination Mass and Dimension Exemption Notice Operator’s Guide is the latest in the NHVR’s suite of more intuitive, user-friendly online operator’s guides for national road access notices.
Incorporating feedback from key industry stakeholders, this mobile-responsive, electronic version has replaced the previous PDF version – but it can still be printed if operators want to carry a paper copy in their trucks.
A key difference from the previous PDF version is that the Operator’s Guide now includes the South Australian night travel conditions that were previously outlined separately in the Department of Infrastructure and Transport’s Night Travel for Agricultural Machinery and Night Travel for Rubber Tracked Tractors information bulletins, as well as the network conditions included in the Limited Access Locations in SA information bulletin. This eliminates the need for operators to cross-reference two websites.
Also, a further benefit of this consolidation has been that the NHVR has worked with South Australian road managers who hadn’t consented to night travel by every eligible vehicle and combination type under the Notice to extend their consent to incorporate all of these.
The NHVR has also produced an Agricultural Heavy Vehicle Zone Map training video for operators to use in conjunction with the Operator’s Guide to help them quickly find approved access zones, conditions of access, and prohibited roads and structures.
LOANE RECOGNISED IN HONOURS LIST
ALRTA congratulates Forbes Shire Council General Manager, Steve Loane OAM, who has been recognised in the 2022 Australia Day honours list.
Loane has a long association with the livestock industry, being inaugural chair of the Australian Livestock Markets Association and a former board member of the Australian Sahiwal Breed Society, Australian Cattle Breeders Association, Working Kelpie Association and Australian Stockhorse Association.
ALRTA is currently working closely with Mr Loane to establish a roadside livestock effluent disposal facility in Forbes Shire.
