LATEST ON BORDER CONTROLS
All eyes are on Victoria this weekend with a possible easing of restrictions flagged. ALRTA has supported a letter to Victorian Premier Daniel Andrews calling for restrictions to be eased to support business recovery in the busy period leading up to Christmas. The letter was prepared by the Council of Small Business Organisations of Australia and supported by 21 individual industry associations.
Operating hours at the Goondiwindi (QLD) testing site have been improved (11:30am – 7:00pm from Mon 19 October) and members are reminded that SA requires evidence of a test within the last 7 days at all entry points.

NHVR ENTERS PREMISES IN VIC & QLD
Demonstrating the maturing enforcement capacity of the National Heavy Vehicle Regulator (NHVR), officers have recently week entered multiple business premises in Queensland and Victoria using powers under the Heavy Vehicle National Law (HVNL).
The entries were a result of concerns around road safety and compliance with safety duties under the HVNL.
The operation involved the entry of one premises in Queensland and two in Victoria, resulting in a significant amount of documents and other evidence being seized by NHVR officers.
NHVR officers questioned executives of the companies involved and other parties within the chain of responsibility to obtain information in relation to fatigue management, loading, training and vehicle maintenance.
NHVR Director Investigations Steve Underwood said the NHVR would not hesitate to intervene where we believe there is a risk to the safety of road users.
“The NHVR has invested in technology and systems that allow us to produce high-quality, near real-time assessments of safety issues, which make these sorts of investigations possible,” Mr Underwood said.
“We have substantial powers under the HVNL and we are very willing to intervene early to prevent safety issues on our roads.”
NEW ANIMAL TRANSPORT RULES FOR WA
“The welfare standards of Western Australian livestock during transportation, at saleyards and depots has changed to be in line with the national standards and guidelines which were agreed upon as far back as 2012.
WA Agriculture and Food Minister Alannah MacTiernan said the new regulations would modernise the animal welfare rules for transporting livestock in WA.”
“The Livestock and Rural Transporters Association of WA president David Fyfe said “it is premature to be contemplating new regulations ahead of the Animal Welfare Act Review (Black Review) making its recommendations which are imminent”.
“There has been no convincing case made that the current regulation and code of practice system is ineffective,” Mr Fyfe said.”

FIGHT AGAINST RACISM IN TRUCKING
Following reports of targeted attacks on multicultural truck drivers and racist comments on trucking social media pages, the ATA and the NHVR are calling on the trucking community to celebrate the industry’s diversity and call out racism wherever it occurs.
“We all have a responsibility for calling out racism wherever it occurs, and that’s exactly what this is. Racism. It is ignorant. It is stupid. And it is dangerous,” ATA Chair David Smith said.
“I pay tribute today to multicultural drivers who are courageously putting up with this unacceptable and disgusting harassment every day. As people in the trucking industry, we must all combat racism and stand up for fairness and safety,” he said.
NHVR CEO Sal Petroccitto said it was important for everyone in the heavy vehicle industry to continue to support and respect each other.
“Mateship and respect is important, now more than ever, to ensure we can continue to safely deliver essential goods and services across the country.
“Anyone who has concerns about safety in their workplace should report it through our Heavy Vehicle Confidential Reporting Line on 1800 931 785.”

RIDEWEST THANKS LIVESTOCK TRANSPORT
RideWest 2020 has thanked the livestock transport sector for courtesy shown to participants.
RideWest is a 7 day charity cycling event covering 1,237km of Queensland regional roads between Brisbane and Longreach.
In a letter to Ross Fraser of Frasers Livestock Transport, Director of RiseWest, John Sloman said that:
I just wanted to pass on a short note of thanks to your team for the courtesy they gave us on the road to Longreach.
In addition, without exception, we were shown similar courtesy from all the livestock carriers we interacted with over the week. I commend your industry for the professionalism, patience and understanding they gave us on the road.
Our ride was again a huge success, and in particular:
- Raised over $340,000 for the RFDS mental health programs in Western Qld,
- Introduced a new group of Brisbane based cyclists to the bush. A number of our riders had never been west of Toowoomba,
- We stayed in western towns each night, spending money & interacting with local communities.
