EFFLUENT CODE NEARS REGISTRATION
NHVR convened an assessment panel this week to consider feedback received during a 28 day consultation period on the draft Managing Effluent in the Livestock Supply Chain Code of Practice. The panel was comprised of experts in codes, law, industry operations and enforcement.
The panel carefully considered each and every comment received. Changes to the code may be recommended and if the panel determines that the code complies with NHVR’s published guidelines, it may be registered.
The code is a practical guide that assists livestock transporters and parties in the Chain of Responsibility (CoR) to comply with their primary duty and other obligations under the HVNL relevant to managing livestock effluent during road transport. Development of the code was sponsored by the ALRTA in consultation with a wide range of representative stakeholders and assistance from the NHVR.

ALRTA has championed the development and registration of the code as way to improve effluent management in the livestock supply chain. Currently, it is only the driver and operator who are held responsible. We are hopeful that the code will be registered under the HVNL in 2022.
If this occurs, we will promote the code across the supply chain during 2023.
PBS 2.0 DISCUSSION PAPER
NHVR has released a Performance Based Standards (PBS) 2.0 Discussion Paper seeking industry input into shaping the future of the scheme.
The discussion paper presents the NHVR’s evaluation of the PBS scheme and opportunities to ensure it continues to promote innovative, yet robust, approaches to heavy vehicle safety and productivity while reducing regulatory, administrative and cost barriers.

PBS TYRE CHOICE EXPANDED
PBS operators will soon have expanded tyre choices.
Currently, PBS prescribes specific bands and models of tyre as part of approvals. From 1 December 2022, NHVR will allow operators to choose any brand or model of tyre provided that it meets PBS standards.
NSW Minister for Regional Transport and Roads Sam Farraway said the introduction of the PBS generic tyre approach was a significant development in supporting greater industry productivity and delivering improved economic benefits.
“At all levels of government, we have a responsibility to ensure the heavy vehicle industry can meet the country’s growing freight task,” Mr Farraway said.
“PBS vehicles allow more goods to be delivered with fewer vehicles in a safe and sustainable manner – offering productivity improvements of 15 to 30 per cent compared to their prescriptive counterparts.
“New South Wales is leading the way in delivering greater access to PBS vehicles and welcomes this sensible decision by the NHVR, which will only continue to encourage greater PBS uptake.”
ATA BOARD AND GENERAL COUNCIL
The ATA Board and General Council met this week. The Leader of the Nationals, the Hon. David Littleproud MP attended the ATA Board meeting to discuss issues including skills shortages, fuel prices, tax credits, abolition of the NTC and NHVR performance.
ALRTA representatives Athol Carter and Mat Munro attended the General Council meeting which engaged members on similar issues.
While in Canberra, ATA Chair David Smith (also former ALRTA National President and LRTASA President) popped into the ALRTA Headquarters to meet our new National Officer, Elanor Ashton, and catch up on ALRTA priority issues.

FUEL SECURITY UPDATE
Minister for Climate Change and Energy, the Hon Chris Bowen MP, has announced that from 1 July 2023, the Minimum Stockholding Obligation will require Australia’s two refineries, and our major importers of refined fuels, to hold baseline stocks of:
- diesel fuel; 20 days, increasing to 32 in 2024 for importers
- petrol; 24 days, increasing to 27 days in 2024 for importers
- jet fuel; 24 days, increasing to 27 days in 2024 for importers.
Refiners and importers will be required to report stock levels fortnightly, then weekly from 1 July 2024. The Minimum Stockholding Obligation arrangements were developed in close consultation with industry after the passage of the Fuel Security Act in June 2021.

The countdown is well and truly on, with all roads leading to Warwick in Queensland, for a significant event in the livestock transport diary, FRASERS YARN AT THE YARD 22, scheduled for Friday the 16th of December.

Time is running out to get your Director ID!
All company directors in Australia are required by law to apply for a director identification number, or director ID, by 30 November 2022. If you haven’t already, you are strongly encouraged to apply now.
A director ID is a unique 15-digit identifier that all directors or people intending to become directors need.. Director ID paves the way for streamlined experiences and offers directors greater confidence that they are protected from fraud and illegal activity.
Applying for a director ID is free and only needs to be done once. A director must apply for their own director ID and verify their identity using their personal records. Authorised tax, BAS or ASIC agents, or internal secretaries or business managers cannot apply on a director’s behalf.
The fastest way to apply is to use the myGovID app to log in to ABRS online. You need a myGovID with at least a standard identity strength to apply online.
